The draft law “On the Revolution of Agricultural Lands” should have been submitted to the Verkhovna Rada of Ukraine for consideration even before the beginning of March, but the Cabinet of Ministers headed by Volodymyr Groysman is boycotting this demand for the third time. This was announced by Dmitry Livch, a representative of the public organization "Coalition for the abolition of the moratorium on the land." Dmitry noted that the Verkhovna Rada carried out manipulations with the continuation of the moratorium on the sale and purchase of land in 2016 and 2017, obliging the Cabinet of Ministers to subsequently develop and submit to Parliament a draft law on the circulation of agricultural lands.

The statement that the bill will be submitted to Parliament on time was made publicly in the Cabinet of Ministers on February 13 at a government meeting. Also, the Plan for the preparation of the law was approved and published.
